Canada determines residency case-by-case. You're a resident if you regularly live there — owning a home, having family there, and maintaining social and economic ties in Canada. You can also be a "deemed" resident if you spend 183 or more days in Canada in a year, or if you work for the Canadian government. Tax treaties can override this.
